The Shenzhen Plan for High-Quality Low-Altitude Infrastructure Development (2024–2026) (《深圳市低空基础设施高质量建设方案(2024—2026年)》) sets out construction tasks covering take-off and landing facilities, route networks, intelligent management and supporting safeguards, using infrastructure construction to support the development of the low-altitude economy industry. This article, based on the Association's original interpretation, summarizes the Plan's main objectives; the figures listed are planning targets.

Industrial Scale and R&D and Testing Layout

  • By the end of 2026, the output value of the low-altitude economy is to exceed RMB 130 billion.
  • Establish 10 low-altitude industrial parks and 2 distinctive parks.
  • Advance the "1+5+4" R&D and testing layout, comprising 1 major scientific research facility, 5 test areas and 4 testing grounds.

Take-Off and Landing Facilities and Route Services

  • Build more than 1,200 low-altitude take-off and landing sites of various types and open more than 1,000 commercial passenger and cargo routes.
  • Raise the proportion of built-up urban area covered within a 1-kilometre radius of helicopter and electric vertical take-off and landing aircraft (eVTOL) take-off and landing facilities to more than 50%.
  • Cover more than 70% of the city's population with "2-hour same-city, 4-hour cross-city" low-altitude express delivery services.
  • Achieve coverage of more than 50% of tertiary hospitals and blood centres (blood stations).
  • For urban governance inspections, extend coverage so that all of the city's parks, rivers, reservoirs and shorelines fall within a 3-kilometre radius of a take-off and landing site.

Facility Arrangements for Different Application Scenarios

  • Helicopter and manned eVTOL take-off and landing sites: 174 newly built, 283 in total.
  • Logistics and transportation take-off and landing sites: 159 newly built, 205 in total.
  • Community delivery take-off and landing sites: 339 newly built, 413 in total.
  • Medical supplies transportation take-off and landing sites: 112 newly built, 148 in total.
  • Commercial district delivery take-off and landing sites: 227 newly built, 265 in total.
  • Urban governance drone take-off and landing sites: more than 340 newly built, 360 in total.

Intelligent Management and Supporting Guarantees

The plan proposes building a Low-Altitude Intelligent Fusion System (SILAS) to enhance monitoring of key airspace, flight coordination and route operation management. Related planned capabilities include covering more than 1,000 passenger and cargo routes, 3 million commercial cargo drone flights per year, supporting low-altitude flights of 10,000-class aircraft and real-time flight coordination for more than 500 entities.

In terms of supporting measures, the plan proposes that by 2026, drone-flyable airspace below 120 metres in the city will account for more than 75%, and that various construction funding channels will be coordinated with social investment as the main source and government investment as a supplement.
