About

Connecting technology, standards and industry to bring low-altitude applications into everyday practice.

Connecting Low-Altitude Technology with Industry

The Shenzhen Science and Technology Association for Low-altitude Economy was established with approval from the Shenzhen Civil Affairs Bureau on October 30, 2024. It is a non-profit academic and professional association focused on low-altitude economy research and collaboration. China Unicom is the organisation holding its presidency.

The Association connects enterprises, universities, researchers and application partners through research, standards, technical cooperation and skills development. Its professional work receives guidance from bodies including the Shenzhen Municipal Transport Bureau. The Joint Party Committee for Future Industry Associations in Shenzhen guides its Party-related organisational work.

Supporting Low-Altitude Safety Through Standards

Starting with building fire inspection and reconnaissance, the Association turns technical capabilities into practical operating guidance.

The Association led the development of the Guidelines for the Application of Unmanned Aircraft in Building Fire Inspection and Reconnaissance (《无人驾驶航空器建筑物消防巡查和侦察应用指南》) (T/SZS 4111—2025) and advanced its adoption as an association standard of the Greater Bay Area Standards Innovation Alliance (T/GBA 027—2026). The guide has also been included in the GBA Standards List.

The Association continues to participate in standards research and development for low-altitude infrastructure, key drone components and workforce competencies, supporting association standards, local standards and regional collaboration.

Bringing Technology into Practice

Connecting research, enterprise technology and practical needs in low-altitude monitoring and emergency communications.

Working with universities and enterprises, the Association has advanced the Xiaomeisha coastal low-altitude smart monitoring platform, combining imaging, visual AI and 5G networks in practical applications. It also supports research and cooperation on tethered-aerostat emergency communications systems.

Connecting Skills with Industry Needs

Textbooks, professional exchanges and competitions create continuing opportunities to learn and practise.

The Association leads the preparation of vocational textbooks including Introduction to the Low-Altitude Economy (《低空经济概论》) and Applications of Low-Altitude Communications and Navigation Technologies (《低空通信与导航技术应用》). It organises Low-Altitude Forum exchanges, technical forums and science outreach visits, and supports activities including Shenzhen workers’ drone application skills competitions.
