Shenzhen Establishes Its First Low-Altitude Industry Integration and Innovation Consortium
On June 4, the inauguration conference of the Shenzhen Low-Altitude Economy Industry Integration and Innovation Consortium was held at the headquarters of Global Eagle UAV Company in Longgang District. The Shenzhen Human Resources and Social Security Bureau, the Longgang District Human Resources Bureau and member organisations of the Consortium attended the conference. As the city's first innovation consortium focusing on the "integrated development of human resources services and manufacturing" in the low-altitude economy field, the official launch of the Consortium will provide a practical example for Shenzhen's low-altitude economy to enter a new standardised stage of "deep synergy between the industrial chain and the talent chain and full-chain integrated development."

The low-altitude economy is a national strategic emerging industry and a key track for Shenzhen to cultivate innovation-driven productivity and build new industrial competitive advantages. In response to current pain points such as scattered industrial chain resources, imbalance between talent supply and demand, and poor alignment between industry and education, under the guidance of the Longgang District Human Resources Bureau, Global Eagle, the lead enterprise of Guangdong Province's low-altitude economy "industry-education-evaluation" chain, took the lead and, together with industry associations and drone manufacturing enterprises, jointly initiated the establishment of this innovation consortium, committed to supporting communication between government and businesses and constructing an industrial collaborative development platform with deep synergy across "manufacturing + training + certification + employment."
Connecting Manufacturing, Training, Certification and Employment
The conference affirmed the demonstrative significance of the Consortium as Shenzhen's first low-altitude economy industry integration and innovation consortium, noting that its distinctive feature lies in the deep integration of full-chain human resources services such as training, certification, employment and entrepreneurship, and the connection of the four major segments of manufacturing, operations, infrastructure and supporting facilities, which will create favorable social benefits for promoting development in various fields of the low-altitude economy. At the same time, the Consortium will continue to supply the talent needed by the low-altitude economy across regions, striving to open up the channel between enterprises' employment needs and talent cultivation output, and forming a sustainable closed loop of industrial empowerment.
Collaboration on Workforce Development

At the conference, Yu Jingbing, Chairman of Global Eagle, gave a detailed introduction to the Consortium's operational concept. He stated that the Consortium will join hands with the Shenzhen Science and Technology Association for Low-altitude Economy, universities and research institutions to jointly advance the development of vocational skills standards. Adhering to a three-part training model of "able to fly, able to use, able to repair," and relying on the construction of an integrated base of "training + certification + employment," it will ensure the quality of talent cultivation. Through high-quality human resources services, it will provide high-level talent for low-altitude economy manufacturing enterprises and other upstream and downstream enterprises. At the same time, Global Eagle also provides entrepreneurship services for outstanding trainees, incubates entrepreneurial projects, and supports outstanding trainees in making greater contributions to enriching the low-altitude economy ecosystem.
Liu Zuxing, President of the Shenzhen Science and Technology Association for Low-altitude Economy, shared the Consortium's practical experience in industry standards and textbook development. She introduced that the Consortium has led the compilation of standards on high-rise building fire safety, electromagnetic compatibility and skills competitions as well as national textbooks, and has jointly built curriculum systems with some universities. In the future, the Consortium will be committed to demonstrating stronger organisational and collaborative capabilities in standards development and textbook compilation, providing solid technical support for the industry.
Representatives from enterprises such as Hobbywing Technology, Huimingjie and Keweitai conducted in-depth discussions on topics including the Consortium's talent recruitment, employment, evaluation and the implementation and transformation of achievements, and offered suggestions for the Consortium's subsequent operation.
On-Site Observation · Consolidating the Foundation for Industrial Practice
Attending guests visited Global Eagle's internal theory teaching area, the Civil Aviation Administration-authorized drone examination site and the outdoor test-flight training ground, observing on site the normalized drone teaching practice and the entire process of license assessment, and gaining an in-depth understanding of Global Eagle's successful experience in guiding and helping trainees find employment. As the hub organisation of the Low-Altitude Economy Industry Integration and Innovation Consortium, Global Eagle relies precisely on its deep accumulation in low-altitude skills training, technology research and development, and talent supply-demand matching, and will support the Consortium's subsequent implementation of talent training bases and industrial incubation projects.
The establishment of the Low-Altitude Economy Industry Integration and Innovation Consortium in Shenzhen is an innovative practice in the integrated development of Shenzhen's low-altitude economy, creating a broad stage for co-construction, sharing and mutual benefit among all types of low-altitude economy stakeholders. In the future, the Consortium will continue to attract high-quality entities across the upstream and downstream of the industrial chain, building a foundation with talent and empowering through standards, to help Shenzhen become a national demonstration for integrated low-altitude economy development.
