Standard Information and Development Basis

  • Standard title: Guidelines for the Application of Unmanned Aircraft in Building Fire Inspection and Reconnaissance (《无人驾驶航空器建筑物消防巡查和侦察应用指南》).
  • Standard number: T/SZS 4111-2025.
  • GBA Standard identification number: WQ 1-281.
  • Lead organisation: Shenzhen Science and Technology Association for Low-altitude Economy.

The standard was previously released in Shenzhen on November 28, 2025. Its inclusion in the GBA Standards list this time represents a phased achievement of the Association in working with relevant institutions in Guangdong, Hong Kong and Macao to advance standards development for low-altitude fire safety applications.

Focusing on Building Fire Inspection and Fireground Reconnaissance

Addressing issues in high-rise building fire inspection such as blind spots in visual coverage, high-altitude operation risks, and difficulties in obtaining fireground information, the standard sets out requirements for the application of unmanned aircraft in the building fire safety field, covering personnel qualifications, fire inspection procedures, fireground reconnaissance procedures, emergency response, and data requirements.

  • Fire inspection: Combining artificial intelligence recognition with standardised checklists, it carries out inspection of building fire safety facilities and fire hazards, supporting the linkage between inspection, detection, and rectification.
  • Fireground reconnaissance: It standardizes requirements for airborne sensors and information collection, providing technical support for fire source localization, smoke condition assessment, and personnel search.
  • Personnel and data: It specifies operational rules, personnel qualifications, and data requirements for inspection and reconnaissance, improving the consistency and reliability of application.

Advancing Regional Collaboration and Application Promotion

The development of the standard brought together professional expertise from fields including fire rescue, emergency management, scientific research, communications, drone manufacturing, and operations. Participating organisations include China Unicom (Hong Kong) Innovation Research Institute, China Unicom Guangdong-Hong Kong-Macao Greater Bay Area Innovation Research Institute, Hong Kong Applied Science and Technology Research Institute Company Limited, Macao Low-Altitude Economy Association, and China Tower Corporation Limited Shenzhen Branch.

The Association will continue to work with relevant organisations to carry out standard dissemination and application exchanges, promote the alignment of low-altitude technologies with building fire safety needs, and provide professional support for urban safety and industrial collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area.
