On December 24, 2025, President Liu Zuxing led a delegation to Shenzhen Data Exchange in Futian District to learn about Shenzhen’s low-altitude data industry and discuss collaboration between businesses, universities, researchers and users. The discussion covered business development, technical needs and industry trends. Participants included Xue Xiaolin, the exchange’s Party branch secretary; Deputy General Manager Wang Guan; and senior data applications specialist Zhang Shuai.
Shenzhen Data Exchange’s Services and Innovation
Shenzhen Data Exchange was established as part of the city’s data-market reforms under the Implementation Plan for the Comprehensive Reform Pilot in Shenzhen as a Demonstration Area of Socialism with Chinese Characteristics (2020–2025) (《深圳建设中国特色社会主义先行示范区综合改革试点实施方案(2020-2025年)》). It supports market-based data allocation and the development of Shenzhen’s digital economy.
Shenzhen Data Exchange aims to operate as a national data exchange. Its services cover compliance, data circulation, matching buyers and sellers, and ecosystem development across the data transaction process. Its platform supports data transactions across sectors and borders and explores trading models suited to China’s digital economy.

Zhang Shuai introduced practical applications in data trading, data services and collaborative data development, and shared the exchange’s experience in standards and partnerships in Shenzhen and beyond.
